State of California
In the State of California, phlebotomists are tested and certified by the State Department of Public Health. The fee to take the phlebotomy certificate exam is currently $54. The requirements for the state include class room education, clinical or practical training and at least 50 successful venipunctures on “real patients”.
American Society of Phlebotomy Technicians
Outside of California, certificates from the American Society of Phlebotomy Technicians are usually acceptable. However, legislation changes frequently. The reason that most employers and most states recognize APST certificates is because of the requirements for taking the exam.

The National Center for Competency Testing or the NCCT is one of the few organizations that offers a special lower cost of phlebotomy certification for those who are currently students and for those who have graduated within the last six months.
